United Nations Security Council:

The Security Council has primary responsibility, under the Charter,for the maintenance of international peace and security. It is so organized as to be able to function continuously, and a representative of each of its members must be present at all times at United Nations Headquarters. On 31 January 1992, the first ever Summit Meeting of the Council was convened at Headquarters, attended by Heads of State and Government of 13 of its 15 members and by the Ministers for Foreign Affairs of the remaining two. The Council may meet elsewhere than at Headquarters; in 1972, it held a session in Addis Ababa, Ethiopia, and the following year in Panama City, Panama. Further information on SC.

Council of the European Union
Economic and Financial Affairs
Economic and Financial Affairs Council of the European Union
Topic A) Improving Women Employment;
Topic B) Enterprise, industry and innovation.

The Economic and Financial Affairs Council is, together with the Agriculture Council and the General Affairs Council, one of the oldest configurations of the Council. It is commonly known as the Ecofin Council, or simply “Ecofin” and is composed of the Economics and Finance Ministers of the Member States, as well as Budget Ministers when budgetary issues are discussed. It meets once a month.The Ecofin Council covers EU policy in a number of areas including: economic policy coordination, economic surveillance, monitoring of Member States’ budgetary policy and public finances, the euro (legal, practical and international aspects), financial markets and capital movements and economic relations with third countries. It decides mainly by qualified majority, in consultation or codecision with the European Parliament, with the exception of fiscal matters which are decided by unanimity.

The Ecofin Council also prepares and adopts every year, together with the European Parliament, the budget of the European Union which is about 100 billion euros.

The Eurogroup, composed of the Member States whose currency is the euro, meets normally the day before the Ecofin meeting and deals with issues relating to the Economic and Monetary Union (EMU). It is an informal body which is not a configuration of the Council.

When the Ecofin Council examines dossiers related to the euro and EMU, the representatives of the Member States whose currency is not the euro do not take part in the vote of the Council.

International Court of Justice

International Court of Justice:

The International Court of Justice (ICJ) is the principal judicial organ of the United Nations (UN). It was established in June 1945 by the Charter of the United Nations and began work in April 1946. The seat of the Court is at the Peace Palace in The Hague (Netherlands). Of the six principal organs of the United Nations, it is the only one not located in New York (United States of America). The Court’s role is to settle, in accordance with international law, legal disputes submitted to it by States and to give advisory opinions on legal questions referred to it by authorized United Nations organs and specialized agencies.The Court is composed of 15 judges, who are elected for terms of office of nine years by the United Nations General Assembly and the Security Council. It is assisted by a Registry, its administrative organ. Its official languages are English and French. Further information on the ICJ.

UN Economic and Social Council

United Nations Economic and Social Council
Topic A) Promoting gender equality in MENA countries;
Topic B) Innovative economic recovery strategies in post-conflict areas.

ECOSOC was established under the United Nations Charter as the principal organ to coordinate economic, social, and related work of the 14 UN specialized agencies, functional commissions and five regional commissions. The Council also receives reports from 11 UN funds and programmes. The Economic and Social Council (ECOSOC) serves as the central forum for discussing international economic and social issues, and for formulating policy recommendations addressed to Member States and the United Nations system. It is responsible for:

  • promoting higher standards of living, full employment, and economic and social progress;
  • identifying solutions to international economic, social and health problems;
  • facilitating international cultural and educational cooperation; and
  • encouraging universal respect for human rights and fundamental freedoms.

It has the power to make or initiate studies and reports on these issues. It also has the power to assist the preparations and organization of major international conferences in the economic and social and related fields and to facilitate a coordinated follow-up to these conferences. With its broad mandate the Council’s purview extends to over 70 per cent of the human and financial resources of the entire UN system. Further information on the ECOSOC.

UN FAO Council

Council of the Food and Agriculture Organization of the United Nations
Topic A) Food security in South-East Asia;
Topic B) The question of bio-fuels and their regulations.

The Council, within the limits of the powers delegated to it by the Conference, acts as the Conference’s executive organ between sessions. In particular, it exercises functions dealing with the world food and agriculture situation and related matters, current and prospective activities of the Organization, including its Programme of Work and Budget, administrative matters and financial management of the Organization and constitutional matters (Rule XXIV of the General Rules of the Organization). The Council may establish Commissions, Committees and Working Parties under Article VI of the Constitution and approve, for submission to Member Nations, Agreements provided for under Article XIV.2 of the Constitution (Rule XXIV.4(a) and (b) of the General Rules of the Organization).
